Cities loyal to KIC use regular text. All flags are controlled by KIC and the citizens are loyal to KIC.
Occupied cities are amber. All flags are controlled by KIC but the citizens remain loyal to another empire.
Contested cities are yellow. Not all flags are controlled by KIC but the citizens are loyal to KIC.
Occupied contested cities are bold red. Not all flags are controlled by KIC and the citizens remain loyal to another empire.
