Policies

Immigration Policy determines how easily players can become members of an empire.

	Open	Permits all players to join an empire. Players that join the game are presented with a list of empires that have capitals and an open immigration policy. Players who lose because they have no more spawn points are reassigned to an empire with a capital city and an open immigration policy.
	By Request	Permits other players to request entry into an empire. This request must be accepted by the emperor. With this policy, the emperor may also invite people to join the empire. The empire does not appear in the list presented to new players.
	By Invitation	Restricts entry only to those who have been invited by the emperor. The empire does not appear in the list presented to new players.
