Citizens

Citizens are the working inhabitants of cities. Their numbers are expressed as population; their actions are controlled by the game.
Morale of the citizens affects whether they migrate into a city or away from a city. Their morale is affected by conditions within their city. The status report shows the morale of a city's population as a number from -20 to 20 and the report lists factors affecting the morale of the population.

Cities start with no population. When empty homes are constructed, people migrate to the city. Habitable planets with plants and animals have indigenous populations of people living in the wilderness. These people migrate into empty cities or cities where the morale of their inhabitants is positive. In harsh environments and on frontier worlds, a city must be connected by space for immigration to occur. The population of cities also increases due to normal reproductive growth. The population of a city will not grow to exceed the number of homes.

Citizens work the jobs in a city. Citizens prefer a balance where their population slightly exceeds the number of jobs. This translates into "time off" shared between the citizens. Citizens apply some priority to the jobs they perform. In habitable environments, citizens work the food producing jobs first, then the power producing jobs, then the remaining jobs if there is any manpower remaining. In harsh environments, citizens work the power producing jobs first, then the refineries, then the food producing jobs, then the remaining jobs, manpower permitting. Citizens do not work in the absense of light except in harsh environments where their survival depends on working; citizens must have electric lighting to work at night on habitable planets.

Citizens appear in the game universe to fill certain roles.


Crewman
  • Crewmen spawn aboard a spacecraft when an officer of the ship offers to board crew. Crewmen occupy crew berths aboard a spacecraft.
  • Crewmen are subtracted from the citizen population of a city when they are loaded onto a spacecraft.
  • Crewmen are added to the citizen population of a city when they are ordered to garrison a location in the city.
  • Crewmen operate the control stations of a spacecraft. Crewmen do not operate turrets.
  • Crewmen gain rank as a result of accumulating experience points. As rank increases, their skill increases.

Officer
  • Officers spawn aboard a spacecraft when an officer of the ship offers to board crew. Crewmen occupy crew berths aboard a spacecraft.
  • Officers are deployed by habitable planets. Each habitable planet only deploys one officer at a time. A player in the chain of command of the planet, whose empire has a city with an airport and a spacecraft factory on the planet, may take a planet's officer. The planet cannot deploy another officer until the first officer is killed.
  • Officers are added to the citizen population of a city when they are ordered to garrison a location in the city.
  • Officers sit at the captain's chair of a spacecraft to become the officer in command. Read How to Command Spacecraft for more information.
  • Officers gain rank as a result of accumulating experience points. As rank increases, their skill increases.

Passenger
  • Passengers spawn aboard a spacecraft when an officer of the ship offers to board passengers. Passengers occupy stateroom berths aboard a spacecraft.
  • Crew members of a spacecraft can select passengers to give them orders but passengers may not accept all orders.
  • Passengers appear aboard a vehicle when the driver offers to board passengers. Passengers occupy seats in a vehicle.
  • Passengers are subtracted from the citizen population of a city when they are loaded onto a spacecraft or vehicle.
  • Passengers are added to the citizen population of a city when they are unloaded from a spacecraft or vehicle. An initial worker population helps to jump-start cities.
  • Passengers are added to the citizen population of a city when they are ordered to garrison a location in the city.

Troop
  • Troops spawn at defense bases when they are drafted. Defense bases draft troops at each city report cycle. A city must be loyal to the empire to draft troops from its population; an occupied city cannot draft troops from its population. Troops are subtracted from the citizen population when they are drafted.
  • Troops are equipped with the best armor, weapons and ammunition in the city's inventory when they are drafted.
  • Troops are loaded aboard spacecraft when an officer of the ship offers to board troops. Troops occupy troop berths aboard a spacecraft.
  • Crew members of a spacecraft can select troops to give them orders.
  • Troops can be assigned to squads for easy reselection.
  • Troops guarding a base can be selected and given orders. They will join your ship's roster if there is an empty troop berth. Otherwise they will ignore your order.
  • Troops can be ordered to leave your ship's roster to garrison a base in a city. Troops will desert if ordered to garrison any location other than a base.
  • Troops will desert if assigned to a spacecraft and their ship departs the orbit range of the planet.
  • Troops will operate the turrets and weapon bays of spacecraft. They are automatically deployed to orbital stations by cities. Spacecraft crew can order them to battle stations.
  • Troops gain rank as a result of accumulating experience points. As rank increases, their skill increases.

Worker
  • Workers spawn at buildings in a city to symbolize the worker population that is present. One worker spawns at each building that is employing one or more citizens.
  • Workers cannot be selected and cannot be given orders.
  • Workers are subtracted from the citizen population when they are killed.
